Setup for OM Holds Restriction

When a Business wants to prevent Sales orders to progress through exceptions then Oracle Cloud gives us the flexibility to enable the Hold. In some Business scenarios, the Business also wants the flexibility and restrictions to apply certain Holds and to restrict applying with some specific Roles/Responsibilities.
